Structure of the Caribbean Community
The supreme body is the Conference of CARICOM Heads of Government, usually conducted once a year. It asserts the basic principles and directions of community, resolve conflicts between its members, concluded on behalf of the community treaties. Decisions are taken unanimously. Members have the right to veto. Bureau of the Conference shall direct the organization of sessions, and monitors set up in 1992 a rapid reaction force. The Council of Ministers of CARICOM is the second largest community body responsible for the development of political, economic and financial cooperation. In its structure there are 4 of the Council of Ministers (the Trade and Economic Development, Foreign Affairs, Human and Social Development, Finance and Planning) and 13 standing committees of industry. Caribbean Community Secretariat, headed by the Secretary-General, has 5 departments (trade and agriculture, economy and industry, functional cooperation, legal affairs, general affairs and administration). Along with the organizational work of the conferences and meetings, the secretariat monitors the implementation of the decisions, carrying out a study on integration fulfills orders enforcement community. Location of the Secretariat - Georgetown (Guyana). Within CARICOM operate the associated institutions: the Caribbean Development Bank, the Caribbean Investment Fund, the Caribbean Meteorological Organization, the Council of Legal Education, University of the West Indies, West Indies Shipping Company, the Assembly of Caribbean Community Parliamentarians and the Caribbean Court of Justice.
